1. Is the site part of the Local Plan?
Tandridge District Core Strategy was formally adopted in October 2008 and sets out plans to develop Tandridge until 2026. The suite of development management policies is set out in the adopted Local Plan Part 2: Detailed Policies (2014). This is plan is now out of date as the Government requires all authorities to review their Local Plan every five years.
Tandridge was in the process of publishing their Draft Emerging Tandridge Local Plan, which set out the future overarching strategy for the district until 2033. The emerging plan identified a number of local priorities, including providing high-quality, sustainable and affordable homes, and delivering community infrastructure, whilst giving appropriate consideration to the existing environment. Tandridge Emerging Local Plan 2033 was found unsound in August 2023, but nonetheless, it provides useful context of how the TDC envision development within the district in the coming years.
The Site is not allocated for a specific use within the adopted Development Plan, or the Draft Emerging Plan. However, the Site is designated as a Green Belt under policy DP10 – Green Belt.
2. Why are you proposing development here?
This site will directly help to deliver on high levels of local housing need. It is in a sustainable location and close to local amenities including existing transport links.
3. How will the local services be able to cope with new residents?
The proposed development will be subject to Community Infrastructure Levy (CIL) payments. These financial contributions are designed to offset any impact on the local area by funding infrastructure improvements. The council will determine how this money is allocated and spent. Examples of potential expenditures include highway improvements, school upgrades, or enhancements to sports facilities.
Additionally, the new dwellings will generate increased Council Tax revenue for the local authority. This additional income will further support local services such as schools, waste management and recycling programs, and libraries.
4. Why will the proposal include later living accommodation?
The Council’s Strategic Housing Market Assessment undertaken in 2018 indicates that an extra 9,825 residents aged 65 and over are expected to live in Tandridge by 2033. This represents a 59% increase in the older population, with those aged 85 and over growing by 136%. These figures highlight the pressing need for new homes designed to accommodate the evolving needs of the ageing community.
The type of elderly accommodation proposed on the Site has not yet been agreed but various providers of this type of accommodation have expressed an interest. Updates will continue to be shared on this website and throughout the process.
5. When are you planning to submit a planning application?
We would like to submit a planning application later this year.
6. What is the flood risk?
Our technical experts in drainage and flooding have undertaken a detailed technical assessment of the site and the proposed development which highlighted that there will be no flooding issues associated with the development. New drainage systems will create more capacity within the network and in fact alleviate some of the areas existing issues with surface water flooding.
7. How will traffic flow on local roads be controlled?
The planning application will be supported by a detailed transport assessment that will consider the impact of the development on the local road network and on highway safety. The transport assessment will consider highway upgrades.
8. What are the environmental impacts?
As part of the planning application, an Environmental Impact Assessment will be submitted. This will assess the significance of the environmental effects to do with transport, water environment and flood risk (including impacts on sewage), socioeconomics and health, landscape and visual amenity, air quality, noise and ecology.
9. What will the impact on biodiversity be?
We are committed to protecting and enhancing biodiversity and will work with experts to develop and enhance habitats and biodiversity on site. We will seek to achieve at least 10% biodiversity net gain on the Site.
10. What Community Consultation have you done?
On the 12th of September 2024, we hosted a community consultation event at Centenary Hall in Smallfield. Over 50 residents attended the event and our consultation banners shown at the event can be viewed here. The main topics of conversation on the day included flooding and drainage, transport, infrastructure provision, impact of surrounding developments and affordable homes. The team are reviewing the feedback received and will update this website with design material when available.
